Background

Background:
This project is a part of the UNDP regional initiative «Wider Europe – Aid for Trade in Central Asia, South Caucasus, and Western CIS» (2011-2013), aiming to promote inclusive economic growth by strengthening the international competitiveness of each participating state and to improve the standards of living throughout the region.
 
Belarusian State Light Industry Production and Marketing Concern (BelLegProm) is an executing entity of the Project. Programme beneficiaries include the enterprises and organisations (members of BelLegProm), small and medium-sized enterprises operating in the light industry located in the regions, small cities and remote communities.
 
Main Objectives, Responsibilities and Description of the Proposed Analytical Work:
The project has as its main goal to promote Belarusian light industry products in international commodity markets by utilizing ICTs and enhancing capacity in trade, exporting and marketing.
 
This goal will be achieved through pursuit of the following objectives:
  1. To promote Belarusian light industry products to foreign markets an Electronic Trading Facility (ETF) needs to be developed and launched. Both, BelLegProm enterprises and small and medium enterprises (SME) in small towns and remote communities will benefit from the use of ETF;
  2. To facilitate access of SMEs and enterprises located in small towns and remote communities to the electronic trading facility;
  3. To build the capacity of the light industry enterprises in international trade, e-commerce, marketing and use of ETF.
To ensure implementation of Objective 1, it is planned to hire an international consultant, study foreign experience in ETF functioning, involve international expertise to prepare the profiles of potential clients and their expectations, design ETF concept.
The ETF design will also include a set of technical specifications, form of providing information on the ETF, a package of guidelines for developers and users, indicators for regular monitoring of the ETF activities (e.g., number of bids, sales volumes in the physical and value terms, the range of products sold, the geography of exports). During the first year of the project implementation the ETF will be equipped with the necessary tools and software; web designers will develop the first version of the ETF and test it on a small group of enterprises of light industry (presumably, 5-6 enterprises). It is planned that the ETF will have applications in foreign languages (English, German, French, and Spanish).

Duties and Responsibilities

 Scope of Work, Responsibilities and Description of the Proposed Analytical Work:
The International Consultant will be responsible for ETF development, coordination of software development (including coordination of the remote team), and will report to the Project Manager. The work of the International Consultant will be assisted by the National Consultant.
 
The work will be performed in four stages.

Competencies

  • Technical competence: personal experience in designing web-solutions, ability to read the code and understand the technical architecture of the solution is an asset;
  • Communicates effectively with co-workers, clientele, and other stakeholders using the range of methods and tools available in today’s environment;
  • Fluency in written and spoken English;
  • Fluency in Russian is an asset.

Required Skills and Experience

Education:
  • University degree in information technology, economics, business administration, or a related field. Advanced degree will be an asset.
Experience:
  • At least 10 years of international experience in IT projects;
  • Proven record of previously implemented projects in e-trade  (at least 3 projects in the past 7 years);  
  • Experience in working with large and/or public sector projects with exacting requirements for documentation, filing and reporting (preferably in the European region) will be an asset; 
  • At least 3 years experience in online ordering, payments and managing related document flows;
  • Experience in managing remote teams of developers (at least 3 projects);
  • Experience in developing large projects with Graphic User Interface (at least 3 projects).
Documents to be included when submitting the Proposals:
Interested individual consultants must submit the following documents in English to demonstrate their qualifications:
 
  1. Proposal explaining why the candidate is the most suitable for the work;
  2. Financial proposal – please fill in Annex II (Finance Proposal);
  3. A detailed personal CV including past experience in similar projects (extended list of a minimum of 3 projects including description of each project and applicant’s role in it, assignment peculiarities and other related comments) and at least 2 references (or contact information of at least 2 people who could provide a reference upon request). 
Incomplete applications will not be considered. Please make sure you have provided all requested materials.
 
Financial Proposal
  • Lump sum contract
  • The financial proposal shall specify a total lump sum amount split in installments as per TOR.
  • Travel:
  • All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
 
Evaluation:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer received the highest score out of a pre-determined set of weighted technical and financial criteria:
Total score=Technical Score + Financial Score
Example
* Technical Criteria weight; [70%], maximum 700 points
* Financial Criteria weight; [30%], maximum 300 points
All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review/interview are acceptable for financial evaluation. The lowest technically qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion according to the formula:
P=Y*(L/Z), where
P=points for the financial proposal being evaluated
Y=maximum number of points for the financial proposal
L= price of the lowest price proposal
Z=price of the proposal being evaluated
